Project Supervisor- Multi Disciplinary Rehabilitation (MDR)

Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. OBJECTIVE OF THE POSITION:

Under the supervision of the Rehabilitation Project Manager and in close collaboration with the Projects Officers and Technical Officers, the Project Supervisor contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. The project supervisor contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the programme technical team and support services.

Responsibilities:

Mission 1: Management

  • Manager as a role model: embody HI's values on a daily basis and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Mission 2: Operational implementation
Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Contribute to planning and preparing activities, operational tools and the associated resources, and implementing the action plan in conjunction with the support services and the technical unit in the designated areas.
  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
  • Ensure appropriate availability of quality equipment, consumables and materials for the field teams to conduct safe and qualitative activities.
  • Coordinate activities implementation with support services (finance, logistics, HR, …)
  • Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager.
  • In conjunction with the technical team, contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
  • Contribute to the drafting of amendment requests/MoUs when asked by the project manager.
  • Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners or CBAs. The Project Supervisor will focus on the operational monitoring in conjunction with the technical team for the technical monitoring.
  • Serve as the primary contact for local stakeholders at geographical level to coordinate activities, monitor progress and address obstacles.
  • Ensure that project documents and information are properly archived.
  • Contribute to the development of a gradual exit strategy.
  • In collaboration with the Technical Unit, ensure the supervision of HI and the partner’s staff/ CBAs through regular and reported field visits and files follow up.
  • Work proactively with team leaders to address operational issues, implementing prompt solutions to optimize service delivery in the field.
  • Organize and lead regular meetings with MDR teams, technical teams and partner organizations’ focal points for his/her area of responsibility.
  • Address and report any ad-hoc challenge hindering projects’ activities implementation to the Project Manager and technical unit as needed

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
  • Contribute to project learning and evaluations at the request of the project manager and ensure that project evaluation recommendations are followed.
  • Contribute to the setup and smooth running of accountability mechanisms.
  • Contribute to the identification of good practices under the project.
  • Submit regular project progress reports to the PM and Technical Team.

Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
  • Collect and compile project-related data in the relevant database.
  • Contribution to project data collection, and preparation of information for the QPRs.
  • Prepare and submit the purchase and delivery cycle documents “PSRs, quotations, summary bid analysis, ToRs, log preparations …etc”.

Responsibility 4: Contribute to the coordination of project teams

  • As authorized by the project manager, facilitate coordination meetings between the project teams and the support
    services located in the area, as and when necessary.
  • Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in
    order to facilitate the implementation of the project in the country.
  • Support coordination groups’ mechanisms with disability stakeholders in Gaza

Responsibility 5: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when relevant.

Mission 3: Emergency Preparedness and Response
Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.


Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager and due to the highly volatile context in Gaza

متطلبات الوظيفة

Professional skills

  • Bachelor’s degree in a relevant field (Rehabilitation, Public Health, Management, Occupational Therapy, or related).
  • Minimum 3-5 years of relevant professional experience supervising field teams in rehabilitation, health programs, and operational field supervision.
  • Proven experience in managing multi-disiplinary rehabiltation and health teams, supervising field operations, monitoring implemntation progress and ensuring quality standards are achieved, 
  • Strong knowledge of rehabilitation programming, operational workflows, and service delivery standards, including inclusive and community-based rehabilitation approcahes. 
  • Demonstrated experience coordinating with technical staff, health facilities, contractors, suppliers and external stakeholders
  • Strong leadership, communication, coordination and problem-solving skills, 
  • Experience in operational planning, reporting and program management, 
  • Ability to work under pressure, and manage multiple priorities in complex and challenging environements, 
  • Good comuter skills, particularly Microsoft Office applications and reporting systems, 
  • Capacity to adapt activities in response to emergency contexts.
  • Good level of English language, both written and spoken.
